General

General Policy

PAC reserves the right to refuse, revoke, or alter registrations to all PAC run events, at any time, for any reason, including but not limited to failure to abide by the policies listed herein. We reserve the right to amend these rules at any time, without prior or posted notice, and reserve the sole right to interpret this Code of Conduct.

Photography Policies

Attendees should be aware that they may be recorded or photographed at any time during the event by our photography staff or other attendees.

By attending, you agree that you are not entitled to notice or compensation for the use of your name, alias, or likeness in any such media. Photography and video recording by attendees is allowed unless otherwise indicated by a sign.

Age Requirements

PAC run events are generally all ages, however minimum age requirements of 18+ or 21+ are dependent on the specific event, venue or panel. All event spaces are to be considered all ages unless explicitly stated otherwise. All Attendees under 18 will receive a specialty minor badge clearly identifying them as a Minor.

 Any attendee under 18 must have a registration purchased on their behalf by a parent or guardian on reg.palmettoanthroweekend.org 

 Any attendees under 16 must be chaperoned at all times, you cannot leave your child unattended. You must be within pointing distance of the minor you are chaperoning. You and your minor must both buy a badge. You as a chaperone agree to be held liable for the actions of the minor you are chaperoning, as no contract signed or agreed upon by a minor is legally binding.

Minors aged 16 or 17 attending events must have a parent or guardian present at all times,

OR provide the signed consent form from a parent or guardian. Which then must be signed off onsite by the Palmetto Anthro Collective Inc. Registration Director or Their designated representative. 

 All PAC run chats have an age requirement of 18+ to join.

 PAC requires proof of age via non-expired photo identification accompanied by a facial photo sent to the Lead Chat Moderator @Bajawerewolf (Chandler McDonald) to be granted access into PAC chats. You may request to show information via a video call on the platform of your choice. 

PAC does not save or collect any IDs that have been submitted.

Staff Identifiability

Staff are identifiable via the CMYK Lanyard System

Staff

Identifiable by a Staff badge and bright yellow lanyard and will have badges that differ from the General Attendee badges.

Directors
Identifiable by a Director badge and bright magenta lanyard and will have badge ribbons that differ from the General Staff and General Attendee badges.

President

The President, Acting President or Emergency President is identifiable by a Director badge and bright cyan lanyard, and will have badge ribbon that differ from the General Staff and General Attendee badges.

Safety

Safety is identifiable by a black/white lanyard and will have Safety badges that differ from the General Attendee and General Staff badges.

Reporting

PAC maintains a strict zero tolerance stance against sexual misconduct, pedophilia, and zoophilia. Individuals with a documented history of such behaviors will not be welcome within PAC run events, conventions, or chat rooms.

If you become aware of any attendee, member, or participants of any PAC run activities who have engaged in prohibited conduct, We encourage you to submit a report through the Google Form linked below.

All reports are required to include supporting evidence in order for us to initiate an investigation

This Google form does collect emails due to Google's policies. If you wish to report anonymously, we recommend the use of a burner email that does not contain any personally identifiable information.

Submissions from anonymous sources are allowed, however having a point of contact may assist our safety team if they need more details.

Our safety team investigates all submitted reports, however it may take 1-2 months for PAC to finish the investigation.

Registration

Badges

By registering for a PAC event, all attendees aged 18 or older acknowledge that a valid, non-expired form of government-issued identification such as a license, permit, military, or immigrant IDs and passports will be required, and must be presented to PAC Registration Staff to pick up their badge, verify their identity, and to confirm they are the individual listed on the reg.PalmettoAnthroWeekend.org registration

PAC Registration Staff will validate the following details: legal name, date of birth, address, and facial match. This information is used solely to verify age and identity.

All face coverings must be removed for staff to present your badge to you, including but not limited to: balaclavas, fursuit heads, pup hoods, helmets, hats, and sunglasses.
Medical masks and religious garments are an exception to this rule.

PAC may retain your age and name on file for use in the case of an emergency. This information will not be shared or published with any outside parties that are not affiliated with Concat or PAC. Your information will be used solely for emergency purposes.

Possessing or presenting a forged or counterfeited form of Identification in the state of South Carolina is a misdemeanor punishable by up to 30 days in jail and a significant fine SC Code § 56-1-515.

Presenting a forged or counterfeited form of Identification to PAC Registration Staff will result in the revoking of your convention badge, a formal ban from PAC events and PAC staff contacting appropriate authorities. 

PAC reserves the right to request the purchase of a full-price registration to replace a lost or stolen badge.

PAC reserves the right to confiscate or withhold any badge bearing an inappropriate name dated for that event at our sole discretion. A single warning will be given, and a single replacement badge may be issued at no expense on a case-by-case basis.

While within the event space badges must always be visibly displayed.

No one is permitted to enter an event space without valid registration which must be represented by a PAC-issued badge. Badges may not be shared, borrowed, or duplicated. Any badge transfers must be processed through PAC registration platform, ConCat, for validity. Failure to comply may lead to badge revocation without refund.

Refunds and Rollovers

PAC Refund and Rollover Policy is based off the tier of registration and is listed below.

General Attendee

Registration eligible for refund within 90 days of purchase on reg.PalmettoAnthroWeekend.org or until 30 days prior to the event. Rollovers are available in the form of a voucher equivalent to the full value of the registration price paid. If you are unable to attend Palmetto Anthro Weekend, The deadline to submit a rollover request is February 22, 2027, at 11:59 PM. Requests submitted after this window will not be honored.

Sponsor Tier/Super Sponsor Tier

Registration eligible for refund within 60 days of purchase on reg.PalmettoAnthroWeekend.org or until 60 days prior to the event. Registration of this tier cannot*** be transferred or rolled over to any future PAC event However
*** If your Sponsor Tier/ Super Sponsor Tier Registration was purchased before 9/2/2026 11:59 PM EST then rollovers are available in the form of a voucher equivalent to the full value of the registration price paid. If you are unable to attend Palmetto Anthro Weekend, The deadline to submit a rollover request is February 22, 2027, at 11:59 PM. Requests submitted after this window will not be honored.

King of the Event/5 Year Sponsor Tier

These tiers are non-refundable! By purchasing these tiers, you understand that all sales are final, and registrations cannot be transferred or rolled over to any future PAC events.

Sex Offenders and Felons

PAC reserves the right to deny attendance or registration to individuals based on criminal history, as 501(c)(3)  nonprofits are considered private corporations and thus, entitled to a Private Right of Exclusion.

Sex Offender Registry
Any individual listed on a sex offender registry in any jurisdiction are strictly prohibited from attending or registering for any PAC event i.e.(PalmettoAnthroWeekend). If an attendee is found to be listed on a sex offender registry while in attendance at a PAC event, the following actions will be taken. Their convention badge will be revoked, they will be removed from the convention space, and no refund will be issued.

Felony Convictions & Major Criminal Offenses
Individuals with felony convictions of a violent or sexual nature in any jurisdiction are strictly prohibited from attending or registering for any PAC event i.e.(PalmettoAnthroWeekend).  If an attendee is found to have such a conviction while in attendance at a PAC event, the following actions will be taken. Their convention badge will be revoked, they will be removed from the convention space, and no refund will be issued.

At Venue

Attendee Behavior

We want everyone at PAC events (attendees, staff, vendors, and the venue's own team) to feel safe, welcome, and treated with basic courtesy. We ask that you stay aware of your surroundings and mindful of the people around you. Excessive loud noise, including screaming, yelling or loud noisemakers (including squeaky toys) can be overwhelming in shared space. Please keep them to areas where they won't disturb others. If a staff member asks you to bring your volume down, we appreciate you working with them. At these events, remember you are also representing the furry fandom and community when you're here; we're proud of the impression furries leave when we show up as our best selves.

Please treat PAC staff, venue staff, vendors, and fellow attendees with courtesy and respect at all times. Verbal abuse, harassment, threats, or disrespect toward anyone won't be tolerated here.

Doorways and walkways need to stay clear so everyone can move through the space safely. Attendees are prohibited from blocking doorways and walkways or loitering.

Smoking and vaping (including e-cigarettes, cigars, and hookah) are only to stay within the venue's outdoor designated smoking area. Violations may result in immediate badge revocation without refund.

Unless we say otherwise, treat every event space as all-ages. Physical affection like hugging, hand-holding, or a quick kiss is welcome; anything more intense or sexual in nature isn't appropriate for shared space. PAC staff make the call on where that line is if a situation is unclear.

Consent comes first. Always ask and wait to hear a real yes 

Consent must be granted before any physical contact takes place. All attendees are expected to ask for and receive explicit permission before touching, hugging, or initiating physical interaction with another person or a costumer. Any non-consensual grabbing, touching, or other physical contact is strictly prohibited. If you experience or witness such behavior, please report it to PAC staff immediately.
PAC has a zero-tolerance policy for non-consensual activities.

Working Through Disagreements

Small, everyday disagreements “a scheduling mix-up, a difference of opinion, that kind of thing are usually best worked out directly between the people involved. If something like that grows beyond the two of you, staff are glad to help. 

This does not apply to harassment, non-consensual contact, threats, or anything else that violates our Code of Conduct. You are never expected or required to resolve those situations yourself, and you should never feel like you need to confront someone who has harmed you. Please bring it straight to PAC staff.

PAC staff aren't relationship counselors and won't mediate personal or romantic disputes between attendees. What we will do is act on violations of our Code of Conduct. PAC won't remove someone from an event unless:

They've violated a clause of the PAC Event/Staff Code of Conduct;

A valid restraining or protection order applies to them;

They fall under PAC's separate sex-offender-registry or criminal-history policy 

or

They're reported through the Palmetto Anthro Collective Event Report form and a PAC safety investigation concludes a formal ban is warranted.

Harassment toward anybody is unacceptable. Behaviors that target anyone due to features of an individual, identity, or disability are against PAC Code of Conduct.

When Safety Gets Involved

Some things will bring a safety team member over for a conversation and possible follow-up: things like inappropriate photo-taking, escalating conflict, or a minor found somewhere they shouldn't be.

Other things are serious enough that a safety member will ask you to come speak with the President and/or Board of Directors: not showing your badge when asked, stalking, non-consensual touching, threats against anyone at PAC, serious vandalism, or theft.

If a safety member asks you to step aside and talk, that's a request no one will be physically forced or restrained. But please take it seriously: choosing not to go means surrendering your badge and a formal ban from future PAC events. If you decline to hand over your badge, that's treated the same as any other refusal to comply. PAC will no longer consider you authorized to be present and will be forced to contact local authorities.

If someone poses a real threat to another person's safety, assault, brandishing a weapon, violent threats, acts of menacing, attempting to solicit a minor for sexual activity, endangering a minor in any way, or any other violation of the law, PAC will involve local law enforcement immediately. No exceptions, and no delay.

Banners, Posters, or Signs

Banners, posters, or signs may not be posted anywhere on venue property without prior permission from PAC staff. be taped. Banners, posters, or signs can not be pinned, or affixed to walls or any other venue surfaces doing so is considered vandalism.

Event banners, posters, signs, and any other event or venue property may not be removed or relocated without explicit permission from PAC staff.

Exceptions are given to Business cards and small flyers up to 4" x 6” are permitted for distribution, provided they are placed on designated tables or areas and do not damage venue property.

Dress Codes

Dress code requirements may vary depending on the specific PAC event and its stated age rating.

PAC strictly prohibits clothing, accessories, or tattoos that display symbols, messaging, or imagery associated with Racism, Sexism, Homophobia, Transphobia, White Supremacy, Nazism or Neo-Nazism or any other form of hate speech or hate group symbolism.

PAC also prohibits clothing, accessories, or tattoos that display hardcore blood, gore, or extreme violent

 imagery, explicit sexual content, vulgar messages, pornographic imagery or that advertises, promotes, or depicts illegal products.

PAC does not allow for attendees to wear see-through or Excessively short, tight, or revealing clothing including items that expose intimate areas or exposed undergarments.

Collars are permitted at all PAC events, However Leashes attached to collars are prohibited.

Prohibited Items and Prop Weapons

Items prohibited will mostly depend on the venue and vary from event to event.

The baseline of items prohibited at every venue includes, but is not limited to:

Explosives and destructive devices, Chemical or biological weapon agents as defined in S.C. Code 

§ 16-23-710 through § 16-23-780, including any agent intended for offensive use against a crowd or venue, but not including personal defense sprays carried in compliance with law.

Crossbows, longbows, spears, pikes, other long-shafted bladed weapons, long guns (rifles and shotguns) of any kind, machine guns, military firearms, and sawed-off shotguns/rifles as defined in S.C. Code
§ 16-23-210 through § 16-23-260, and the federal National Firearms Act.

Fixed blades, double-edged blades, and folding blades above 4 inches from handle to tip must be peace-bonded at ConOps before entering the event space. Single edged, folding blades under 4 inches from handle to tip are permitted for everyday carry.

Costume props and cosplay weapons must have no functional cutting edge or firing mechanism and must be peace-bonded at ConOps before entering the event space.

As the party in possession and control of the convention floor, panel rooms, exhibit hall, and other contracted event spaces, PAC prohibits the carrying of firearms within the event space for the duration of the event, whether openly or concealed, loaded or unloaded, regardless of the carrier's permit status and notwithstanding South Carolina's permitless-carry law,  Pursuant to S.C. Code § 23-31-220. This prohibition will be posted at each public entrance to the event space in compliance with S.C. Code § 23-31-235. 

This prohibition will not apply to on-duty law enforcement officers or security personnel contracted by PAC or the venue.

Failure to comply may result in the involvement of authorities as necessary.

PAC has zero tolerance for dangerous handling of a weapon, brandishing a weapon, pointing a weapon at anyone, or acts of menacing.

Service Animals

Personal pets and/or emotional support animals are prohibited in the event space; ADA-compliant working service animals are allowed. Service animals must remain under control and behave appropriately at all times.
